OECD Crypto-Asset Reporting Framework

CARF reporting, in the tool you already use

TRSuite turns the records of a reporting crypto-asset service provider into schema-valid CARF XML – crypto users, controlling persons and every kind of relevant transaction, in the same application as your FATCA and CRS reporting.

  • CARF XML 1.0 generic OECD schema, no country variants
  • Eight transaction kinds exchanges, transfers, retail payments
  • Perpetual licence discounted next to FATCA and CRS

What the Crypto-Asset Reporting Framework asks of you

CARF extends the automatic exchange of tax information to crypto-assets. It puts the reporting obligation on the intermediary – the reporting crypto-asset service provider: exchanges, brokers, dealers, ATM operators and anyone else who effectuates exchange transactions on behalf of customers. Where CRS asks a bank about accounts, CARF asks a service provider about transactions.

That changes what has to be collected. For every crypto user you need the usual identification – name, address, jurisdiction of residence, TIN, date and place of birth, controlling persons behind an entity – and on top of it the aggregated transactions of the year, per crypto-asset: what was exchanged against fiat currency, what was exchanged against other crypto-assets, what was transferred in and out, and which retail payments are reportable. Amounts, units and transaction counts are reported separately, and the service provider has to state its own nexus to the reporting jurisdiction.

The structure is stricter than it looks. The schema allows only one kind of transaction per RelevantTransactions element, birth place requires the country information, and the document references that tie a correction to its original follow the same discipline as CRS. TRSuite takes care of that structure so that your work is entering the data, not modelling the XML.

What the CARF module does

Generic OECD schema
1

Service provider and nexus

Describe the reporting crypto-asset service provider once – identifiers, address, jurisdictions – and record the nexus that makes it reportable. TRSuite applies the schema’s own rule for the other-nexus attribute instead of letting the export fail later.

2

Crypto users and controlling persons

Individuals and organisations, with addresses, residences, TINs, birth data and, behind an entity, its controlling persons. The same party editors and the same completeness indicators you know from the CRS module.

3

All eight kinds of transaction

Exchanges against fiat currency and between crypto-assets, inbound and outbound in each direction, transfers in and out, transfers to wallet addresses and reportable retail payment transactions – each with its asset, amounts, units and transaction count.

4

Validate before you file

Every report is checked against the CARF XSD and against the business rules: message header, nexus, party data, the combination rules of each transaction kind and the consistency of the document references, including the document type matrix for new data and corrections.

5

Excel in, XML out

Type the data into the application, import an existing CARF XML file, or collect it in the supplied Excel workbook – with a data entry form, cross-references between users and transactions, and a “Check data” button that flags problems before the import.

6

Documentation and safe working files

Produce a PDF of what was reported, as one document or one file per crypto user, with the option to hash the names out of the file names. Working files keep rotating backups, and an optional auto-save offers to restore the last state after a crash.

Inside the module

A trial licence with the full functionality is available for ten days.

CARF dashboard: report tree on the left, the generated CARF XML on the right
Dashboard and report tree The whole report in one tree – message specification, the reporting service provider, every crypto user with their relevant transactions – and next to it the CARF XML exactly as it will be written. The bar above the tree keeps count of service providers, crypto users, reported amount and tax residences.
Editor for the reporting crypto-asset service provider with the nexus fields
Service provider and nexus The nexus that makes the provider reportable, with the other-nexus field enabled only where the schema allows it – and a document reference generated for you.
Editor for an organisation as crypto user, with controlling persons in the tree
Crypto users and controlling persons Individuals and organisations with address, tax residences, TINs and organisation identification numbers; behind an entity, its controlling persons sit in the tree.
Transaction editor with the list of captured transactions
Every kind of relevant transaction Per crypto-asset: kind, exchange or transfer type, number of transactions, amount and currency, units and the alternative valuation – added to the table and editable afterwards.
CARF Excel workbook after pressing Check Data
Excel that checks itself Collect the data in the supplied workbook and press “Check data”: every problem is marked orange, with the reason in the last column – before anything reaches the application.
Dialogue for creating the PDF documentation, with a rendered report page
Documentation for your file One PDF for the whole report or one per crypto user, with the option to keep the names out of the file names.
CARF configuration with identifier rules, limits and auto-save
Configuration instead of code Identifier and file naming conventions, default currency and country, size limits, rotating backups and the auto-save interval – per reporting country.

Schema version and scope

TRSuite writes OECD CARF XML 1.0 with the OECD identifier and naming conventions. CARF reporting in TRSuite is generic: no jurisdiction has published a national CARF schema, so no country-specific rules or presets apply – one module covers every jurisdiction that collects CARF data.

The OECD published schema version 1.5 on 1 September 2025 – it widens the nexus attribute and moves amounts and units to decimal values. The update to 1.5 is in preparation and reaches licensed users through premium support, like every other schema change.

Multi-module discount

FATCA, CRS and CARF are separate modules of the same application. Combine them and every further module comes at a reduced licence price.

  • Second module−10%
  • Third module−25%
  • Fourth and every further module−40%

The discount applies to the licence price of each additional module, ordered for the same number of named users. Tell us which combination you need and we will quote it.

Renewal discount

Lock in today's price and stretch the budget: prepay several years of premium support and maintenance.

  • Two-year prepaid renewal−3%
  • Three-year prepaid renewal−5%

Discount on the annual maintenance fee. Renewals always run from the support expiry date.

Perpetual licence

Software licences and the use of the products do not expire. One year of premium support and maintenance is included with every new perpetual licence. Premium support covers all new releases, new features and product updates free of charge, plus professional email support.

Premium support and maintenance

The annual renewal costs 40% of the full regional price of a new licence at the time of renewal, for each product bought under a perpetual licence. Multi-year renewals lock in the current price at the discount shown above. A running support contract can be extended at any time within its term under the conditions then in force; renewals always start from the support expiry date.

Named user

Licences are counted by user, not by concurrent session: if five employees may use the system, five licences are needed. The minimum for TRSuite is three named users per module; from the fourth user on, every additional user is charged at the rate of the band that user falls into. Reporting financial institutions, GIINs and jurisdictions are unlimited.

One tool, several standards

FATCA, CRS and CARF are licensed as separate modules and run side by side in the same application, with the same working style and the same data entry and import routes. Adding a module to an existing licence earns the multi-module discount above; existing licences can be consolidated onto one renewal date.

Corporate

Unlimited use of the program throughout the organisation - typically the better choice from about 50 users onwards.
